MWELO tool
This tool will allow you to verify the compliance of your landscape design in accordance with
the MWELO. You will be able to select the compliant plant species from a curated list, define
the hydrozones accordingly, and get confirmation that the design meets the water efficiency
requirements.
In addition, when your design is validated by the MWELO tool, you will be able to download
the MWELO Water Efficiency Landscape Worksheet and a plant material table
that you will need to include in the Landscape Documentation Package to submit to the city for design
review and permitting.
This MWELO tool is not valid for projects in Santa Monica.
About MWELO
The Model Water Efficient Landscape Ordinance (MWELO) is a regulatory framework
established by the California Department of Water Resources in response to the 1990 Water
Conservation in Landscaping Act (Assembly Bill 325). Its primary goal is to promote water
conservation in landscaping practices across California by setting minimum efficiency
standards for landscape design, installation, and maintenance.
MWELO applies to new and rehabilitated landscapes exceeding specific size thresholds, mandating the use of
climate-appropriate plants, efficient irrigation systems, and sustainable water management
practices. Local agencies are responsible for enforcing these standards, which aim to reduce
water use while maintaining aesthetically pleasing landscapes. The ordinance also
emphasizes the integration of non-potable water supplies and stormwater management to
enhance sustainability and resilience against climate change impacts on California's water
resources.
